Truthfully my Brother, . . the preeminence of Mt. Sinai is staggering!
* For what God COMMANDED! * For His great Constitution so IGNORED by His Ministers today!
One time in all of Human history Father God came to Earth to speak in person to His people. He gave:
* The ONLY National Constitution in Scripture, * The ONLY Constitution God ever Authored, Approved and gave to humanity with many admonitions that it would go well forever with the nation that obeyed. * It has never been rescinded * Jesus said the ONLY way to be great in His Kingdom, was to DO and TEACH the Law [Matt 5.17-20] * Apostle Paul guaranteed "Do we make void the Law? God forbid! Yeah, we ESTABLISH the Law." [Rom 3.31]
NOTE there is NO division in Scripture between Mal. and Matt.
In the beginning was the WORD (singular) and the WORD (singular) was with God, and the WORD (singular) was God! John 1.1
NOT
In the beginning were TWO-Words of God (Testaments) . . . reflecting the Jekyll-&-Hyde nature of the TWO-manifestations of God:
* First God, the harsh, killing, unforgiving Father without mercy and grace, * Second God the perfect, loving, kind, and forgiving Son of mercy & grace
And the first God FINALLY outgrew His bad temper and CHANGED COMPLETELY to the OPPOSITE FOREVER and became a warm-&-fuzzy-grandpa-teddy-bear to us all,
* Law One (OT), Worship God only and obey the 10 Commandments to be blessed greatly and slay the rebellious * Law Two (NT), the Law of Love that never corrects, never judges, never criticizes, the 'perfect Law of Liberty that lives happily ever after with all religions worshiping the God of their choice, with the One True God so pleased with His own lawlessness that He is happy just to be named among the many gods!
The only thing more absurd is that this is how many teach it!
The US Constitution is the most blatantly rebellious, blasphemous, sinful and destructive document ever written as it has:
* destroyed millions * deceived hundreds of millions * devilishly influenced billions more
How sad so many whose sins are washed by Christ's Blood, have hearts that are blinded to His Teaching!
The only NT emphasis was to CORRECT the Jewish error of Substituting Law-keeping and Self-righteousness in place of the Faith of Father Abraham in the Saviour-Messiah who was to come and provide for Eternal Life "thus Christ was the end of the law FOR RIGHTEOUSNESS!" NOT the end of the law as Jesus came to fill it even FULLER!
Paul clearly explained to Timothy the Law is FOR the unsaved and ungodly it was always to be the Law of the Land God in His perfection CANNOT change.
Truthfully, it is so simple and so clear it is amazing if one allows Scripture to be the answer which it does abundantly.

Tammy, Your title illustrates the nature of your confusion here. It aught to read, "Theocracy is rule by God through us." God has instituted primary jurisdictions by which and through which He exercises His sovereign dominion over all things. Basic amongst these are the individual, the family, the church, and the state. Within these institutions, man carries out the rule of God as his material and practical hands and feet, and as such, is subject to the laws and sanctions of the God for whom he is proxy. Man, therefore, ruling in Gods stead, is not free to imagine for himself the nature, telos, and penology of these spheres. For example, the civil magistrate Paul tells us in Romans 13, is a minister (or vice-regent) of God, whose express purpose is to bear the sword against those who would violate the precepts of the law-giver. God alone defines evil and He does so in His law. Therefore, the vengeance that man takes on Gods behalf against evil must itself be ruled by the law of God.
