Romans 13 vs. The War for Independence

I am amazed at how most all believers/christians totally do not think about what they read in Scripture, and probably most other places as well. Particularly in relation to Romans 13:1 I believe this to be a large part of the problem to waking people up to the godless tyranny that we are now coming under in America!

It seems to me that Paul was describing how God intended JUST, GODLY instituted government to rule, and was not stipulating that indeed "all governments punish evil and reward the just". Clearly Paul knew this was not the case even in his day. On the other hand if he was saying that "all governments (good or evil) are God's doing, then clearly our founding fathers were acting CONTRAry to God's will and authority when they stood against King George in 1776!

My question: Which is it?
