Very good! I do question the following statement: "2. Negligent Homicide.... The City of Refuge provision and the death of the Great High Priest (Jesus Christ) allows for a ransom to be substituted for the death penalty at the discretion of the victim's immediate family and the judge." It seems to me that this substitution was provided for in Exodus 21:30 for such cases and is not tied in with the City of Reguge. Perhaps Steve could clarify this for me.
I also believe that the statute found in Exodus 21:30 can only be used in cases where the death was caused without malicious intent. Otherwise, there is no escaping capital punishment where malicious intent is involved. Following is a portion from my booklet Thou shalt not kill:
In your fourth paragraph from the top of the introductory article, I would recommend that you change the word "ordinances" to "statutes" as in Deuteronomy 6:1, etc. It's the statutes that explain each of the Ten Commandments.
The ordinances are usually considered as the Mosaic Covenant sacrificial requirements and health regulations. Using ordinances will also cause problems because of Paul's use of the word in Ephesians 2 and Colossians 2.
